Why a man who allegedly raped a woman has a history of stalking her

New Orleans Police said on Thursday that a man they believe to be a serial rapist was in custody in the New Orleans suburb of New Orleans and charged with murder.

New Orleanians, meanwhile, rallied to protest the murder and police brutality against them in the city that has been the site of several protests against the killings of Michael Brown and Eric Garner.
